A homeless Portsmouth man, with whom police have frequent contact, contacted Portsmouth Police Officers at 2:38 pm to report that someone stole his grocery cart. He said he’d wait for officers on the steps of the Scioto County Courthouse.

Officers explained to him that there was no difference between him finding an abandoned grocery cart and taking it and someone else finding his abandoned grocery cart and taking it.
The man did not take that explanation well. He cussed out the officer and left the scene.
