Another symptom of Portsmouth’s problem with abandoned and condemned homes. As we learned last week, the city has close to 200 condemned properties.
Just after 1 pm, officers were called to a boarded-up home on Gallia Street. A witness said there were people inside.
Officers found an open door, open upstairs windows, and a bicycle in the backyard.
When police arrived on the scene, they took a woman into custody for criminal trespass and booked her into the Scioto County Jail.
Per the court, she was immediately released on bail.

Citizen Advised Strange Behavior is the New Normal in Portsmouth
At 11:48 pm, a concerned citizen contacted police to report a shirtless man wandering around Court Street acting as if he were high. The witness saw something sticking out of the man’s pocket.
Officers caught up with a man with a long history of arrests, having been taken into custody more than 60 times – 20 times in the past 12 months.
The extremely troubled, frequently homeless man has a long history of public indecency, intoxication, and disorderly conduct. In recent months he was rushed to the hospital after being found injured on the levy and overdosing.
Forty minutes after that incident, he overdosed in front of the homeless shelter.
However, this time the officer observed that the man seemed to be his “new normal self” and was able to answer basic questions, so the officer let him go. The officer then contacted the caller to explain the troubled man’s situation.
