Officers responding to a report of a disabled vehicle ended up taking a woman into custody. Just before 11 p.m., a caller reported a vehicle with a flat tire on the exit ramp for 140 East. The caller said the driver appeared to be intoxicated.
When police arrived on the scene, they took Naomi Shelpman into custody for having physical control of a vehicle while under the influence.
Police arranged to have her vehicle towed and booked her into the Scioto County Jail. Shelpman has appeared in Portsmouth Municipal Court for over a dozen traffic charges over the past 30 years.
