A Portsmouth, Ohio parolee was arrested for the 36th time after police responded to a domestic violence report.
Police say they received multiple calls around 2:45 pm about a man beating a woman in the 600 block of Adams Street. Witnesses said the woman ran into a car in the area.
The caller said the attacker was Arthur Swanigan, a parolee wanted by the Ohio Department of Rehabilitation and Corrections for parole violation. The ODRC described Swanigan as “armed and dangerous.”
Police called an ambulance for the woman, took information for a domestic violence report, and took Swanigan into custody for parole violation.
Swanigan is on parole for a 13-year sentence for aggravated burglary, burglary, breaking and entering, and illegal conveyance into a detention facility charges. Since his release on parole in 2020, he’s been arrested five times for parole violations.
Swanigan has a long criminal history with 36 arrests in Scioto County. His previous charges include multiple counts of grand theft, breaking and entering, burglary, and possession of criminal tools.
