An upset woman contacted Portsmouth Police at 3:45 pm to report she’d been assaulted by a homeless man while going to the bank on Gallia Street.
She said the man grabbed her arm, kissed her hand, and then attempted to kiss her on the lips.
She said the Mayor advised her to call in and report the incident to police. The victim said she’d seen the homeless man several times in the past and that she knew his name.
