Bertha Roe, 82, of Portsmouth, Ohio passed away, Sept. 10, 2021, in River Run Health Care in Portsmouth. She was born in Greenup County, Kentucky, on Nov. 24, 1938, a daughter of the late William Riggs and Ruth Marie Vest Riggs.
Surviving are two sons, one daughter, one brother, several grandchildren and great-grandchildren, and extended family.
