A witness called Southern Ohio Medical Center to report a man bleeding profusely from the arm behind Toro Loco Restaurant on Washington Street.
When EMS and officers responded to the scene, they discovered a man with a severe cut to his left forearm.
First responders learned the man fell on a beer bottle and injured himself. Medics from the Portsmouth Fire Department put a tourniquet on the injured person.
