Commissioners Address Clean Water Act Violations, Grant Delays

Scioto County Commissioners addressed some serious matters during their Thursday meeting including plans to deal with violations of the Clean Water Act at several county water treatment plants and some hitches with grants meant to improve local parks.  

The Commissioners first addressed an order of consent from the Environmental Protection Agency regarding alleged violations of the Clean Water Act by the Minford Area Wastewater Treatment Plant, Purtee Acres, West Portsmouth Wastewater Treatment Plant, and South Webster Wastewater Treatment Plant. 

The EPA ordered the county to obtain and submit samples along with a plan to correct the violations at the plants.  

They then turned their attention to problems with grants meant to repair the dam at the Elks Country Club and finish the walking path at Earl Thomas Conley Park.  

The commissioners passed an extension of the grant project periods for the dam improvement to next year and the work at the park until the end of 2023. 

Commissioner Bryan Davis said, “We just needed an extension with the Elks project because we are working between engineers. The original engineering report and Geotech study that was done on the dam, the engineers at ODNR need to marry up their opinions of what needs to be done. We are trying to figure that out. It might take 30 days to come to an agreement.” Davis said the county would need to reopen bids on the project.  

Davis said the county needed an extension to file and obtain all of the needed grant money but he was confident that the projects would be finished.
