Convicted Killer Arrested at Portsmouth Homeless Shelter

handcuffs jail arrest

Police say a dangerous parole violator is back behind bars after officers found him at the 8th Street Homeless Shelter this week.

Portsmouth police arrested Malik Favors, who was wanted by the Ohio Department of Rehabilitation and Corrections as a “parolee at large.” Officials had warned that he should be considered dangerous and possibly armed.

Favors is on parole following a 2016 conviction for involuntary manslaughter and three counts of assault. He served nine years in prison before being released in 2023 on a three-year parole term.

Officers booked him into the Scioto County Jail, where he is being held pending further action from state authorities.

The Bigger Picture

Police say the arrest highlights how quickly dangerous fugitives can surface in unexpected places — and why it’s critical for the public to remain alert and report suspicious activity.

Authorities emphasize that while most people at local shelters are there for help, shelters can also become temporary hiding places for those looking to avoid law enforcement.
