Convicted Sex Offender Arrested After Teen Reports Assault

Just after midnight, a 16-year-old contacted Portsmouth Police to report a 29-year-old man had assaulted her at a PMHA apartment on 14th Street. 

Officers arrested Phillip Graves, 29, on an open warrant from Franklin County.  Officers arrested Graves four times in 2022. 

In April, PPD officers picked him up for parole violation and then again in June. New Boston Police arrested him for Parole violation in August. Then, in October, it was OSPs turn to pick the man up for theft and parole violation. 

Graves is currently on parole for a four-year sentence for failing to register as a sex offender.

Shoplifter Reported at Speedway

Just after 1:30 am, officers detained a shoplifting suspect at Speedway. Police read the suspect their rights and then took information for a report. 

Catalytic Converter Thieves Hit 4th Street

Officers responded to the 400 block of 4th Street after a caller reported two catalytic converters had been stolen from trucks. 

Police took information for a report. 

Homeless Leave Behind Messes 

Portsmouth Police officers answered a call involving a homeless man on the Esplanade just before 9 am. The caller said the man was sleeping in a business doorway. 

The man left before the police arrived but left a quantity of trash behind. Officers contacted City Services to remove the garbage. 

At 6 pm, a witness told police there were homeless people staying in a block garage covered with a blue tarp on Linden Avenue. The witness said the people were making a mess in the alley. 

Officers took 37-year-old Martha Maynard and 31-year-old woman Amanda S. Jenkins into custody for criminal trespass. Jenkins was arrested the day before for disorderly conduct and immediately released. 

Both were booked into the Scioto County Jail and immediately released.
