CPS Rescues 3 Kids From Filthy Apartment
From the Portsmouth Police Chief’s Daily Briefing
Concerned Kendall Avenue neighbors alerted kids to 3 children living in a dangerous situation at 11:35 am.
Neighbors said there were three kids who appeared not to have had a bath in a very long time. One little girl was asking neighbors for food. The caller said the parents were “meth heads.”
Officers found 4 adults, 3 kids, and 5 animals inside the apartment. Police said the floors were covered in animal feces and reported that the children were very dirty.
PPD contacted PMHA to report the condition of the apartment and Children Protective Services. CPS arrived on the scene about 20 minutes after officers contacted them.
CPS arranged for a family member to take the children for the next few days.
Baby In Danger
Officer and Police responded to another case of a child in danger at 12:27 pm. This time a 12th Street caller reported seeing a baby in diapers walking around outside a home.
Officers went to the address and found the door open but no one inside. The condition of the house was such that police contacted Animal Control and Portsmouth Code Enforcement.
PPD went back to the home at 2 pm, to see if there were children there and ended up calling CPS. A CPS caseworker came to the scene and made arrangements for the children who lived there.
Emergency Assistance
Police were once again asked to help out with a child’s welfare at 4:55 pm. A grandmother asked officers to stand by while she took custody of her grandson.
The woman had just come from the court where she was granted emergency custody of her grandchild. Police attempted to make contact with the parent, but there was no answer at the door.
Assisting CPS Again
Officers were back at another Kendall Avenue apartment at 6:15 pm, this time to assist CPS while they took custody of children.
