“DANGEROUS FUGITIVE” BUSTED NEAR HOMELESS SHELTER — THEN RELEASED BY COURT

A man listed by the state as a dangerous fugitive was arrested near Portsmouth’s homeless shelter after reports of a domestic disturbance—then briefly released by the court before parole authorities stepped in. Portsmouth police were called to the 8th Street homeless shelter around 4 a.m. after reports of a man assaulting his wife and causing a disturbance. Dispatchers described the suspect as a Black male wearing a black Nike shirt and hat. 🚨 OFFICERS FIND MAN HIDING BETWEEN HOUSES Officers located the man a short time later between homes on 7th and 8th Streets. During the investigation, police discovered he allegedly had an active parole violation warrant. Police arrested the man on charges of: Parole violation Obstructing official business According to the Ohio Department of Rehabilitation and Correction, the man had been listed as a dangerous and possibly armed fugitive. ⚖️ ON PAROLE FOR ROBBERY AND FORGERY Records show the man is currently on parole connected to robbery and forgery convictions. He was booked into the Scioto County Jail. 👀 THEN CAME THE STRANGE PART After appearing in Portsmouth Municipal Court, the man was reportedly released on his own recognizance and ordered to return to court on July 7. But before anyone could ask “wait… what?” parole authorities apparently placed a holder on him. So despite the court release, he remains housed in the Scioto County Jail. ⚠️ WHY THIS HAPPENS Situations like this confuse many people because criminal courts and parole authorities operate separately. A local judge may: Release someone on bond Reduce charges Or schedule a later hearing But parole officers can independently decide someone violated parole conditions and hold them in jail anyway. 🚔 PAROLE HOLDERS CAN OVERRIDE RELEASES Parole violations can be triggered by: New arrests Failing drug tests Missing appointments Associating with criminal activity Or violating supervision rules And once a parole holder is issued, release becomes much more difficult until the parole case itself is reviewed. 👀 A FAMILIAR FRUSTRATION FOR MANY RESIDENTS Cases like this often fuel public frustration when repeat offenders appear to cycle rapidly through the court system.
