Davis Urges Patience During Investigation Into Baby’s Death

Scioto County Commissioner Bryan Davis urged the press and public to be patient during the investigation of a baby’s death in CPS’s care. “I would implore Scioto County Daily News to be patient for those facts to come out.” 

Commissioner Davis said he just learned about the criminal charges in the death of a baby in CPS’s care yesterday evening.  Earlier in the afternoon, SCDN broke the news that the parents of little Legend Taylor, as well as another man described in an indictment as “someone who was in an agreement with CPS to provide care for the children and supervise any contact” with the child’s mother were all charged with involuntary manslaughter, child endangerment, and obstruction of justice. 

“We’ve been advised that we cannot comment on this investigation. Anything we say could weigh heavily on the case,” Davis said. “I would simply say that it breaks my heart to think that an infant, whether they’re in our care or not, that we’ve lost a child.”  

Davis said the incident reminded him of the death of Baby Dylan Groves, an incident that led to the State of Ohio taking control of Scioto County Children Services.  “Everybody was wondering what was that all about. How did that happen and all the details. All of those details eventually came out at the trial.”  

Davis continued. “Let’s mourn a child. Let’s bring justice for the child. Let’s be ready to listen.”   

While the commissioner said he couldn’t speak to the case or the involvement of CPS, he said the problem was a larger one. “We have some major society issues. We have a breakdown of home and family structure. We have children that find themselves in dangerous situations. It’s heartbreaking that any child is put in any kind of unsafe situation. We have a factor here, that’s a variable that’s often not controlled. That’s the human factor.”  

Davis said he was confident that the Scioto County Prosecutor and the Scioto County Special Victims Unit would get to the bottom of what happened. “There will be a day for this baby to have its opportunity to be heard, and they will speak loudly on behalf of this child.”
