Just after 9 am, deputies responded to a Wheelersburg apartment complex after the manager requested a welfare check for a troubled tenant.
The manager said the woman had been screaming inside her apartment for hours and was now walking around outside screaming. She said the woman had known mental health issues, but things had gotten worse. The manager had tried but failed to contact family members.
When medics arrived on the scene with officers, the woman refused help and signed a refusal for medical treatment.
