Drunk and High Near Kids’ Playground: Man Caught Stumbling Through Busy Street 

A close call near local facilities used by children – Chaos unfolded near Jill’s Tumble World Gymnastics Center and Chesapeake Elementary School when a man, visibly intoxicated, was found staggering into the roadway. The terrifying incident happened right in front of the school on County Road 1, causing concern for children’s safety as the man appeared to be out of control. 

The shocking scene was first spotted when a Black Kia SUV flashed its lights to alert authorities to the man’s dangerous behavior. Officers quickly arrived to find the man, later identified as Carl Tooley, struggling to stay on his feet and stumbling aimlessly. 

Upon contact, Tooley’s condition was alarming. His pupils were pinpoint, he was slurring his words, and he could barely keep his balance. It didn’t take long to confirm the man’s disturbing state – he was clearly under the influence. 

Tooley, who gave his name as “Carl Tooley,” was then checked through dispatch, revealing he had an active arrest warrant. That’s when things took a darker turn. During the search that followed, officers discovered hypodermic needles and tin foil containing what appeared to be black tar heroin. 

In a shocking admission, Tooley explained that one of the syringes was his and the other he claimed to have found on the side of the road. When questioned about the substance, he admitted he had used it a few hours earlier by burning and inhaling it.

Tooley was arrested for the outstanding warrant as well as new charges, including drug possession. The heroin was submitted for BCI analysis, and Tooley was taken to Lawrence County Jail.
