Drunk Driver Busted at 9th and Chillicothe – 39th Arrest

Officers arrested a man for the 39th time after a report of a suspicious vehicle came in at 10:37 pm. A witness a vehicle was blocking traffic and had its lights on.

Police took Michael Spradlin into custody for OVI, took him to the station for a urine sample, and then transported him to the Scioto County Jail. Officers also arranged for the vehicle to be towed.  

Spradlin has a long criminal record, having been booked into the Scioto County Jail 39 times. Among his past charges are drug possession, non-support, contempt, probation and parole violation, receiving stolen property, burglary, domestic violence, criminal trespass, and assault.

After posting a $1,000 bond, Spradlin was released the same day. He was charged with a class 1 misdemeanor. There is currently a prisoner in jail on a 4th class Misdemeanor (lesser charge) with a bond over $100,000. In the not-too-distant past, a man charged with murder walked right out of jail after signing his own bond.

In addition, ankle monitor fees are not being collected by the courts for those under house arrest. Residents of Scioto County are footing the $15,000-$18,000 monthly bill since there is no reimbursement from the State.

Then there is the situation where people with full-time jobs and significant assets are somehow granted indigence status. They are able to receive free legal representation if they wish, which might last up to a year.
