Drunk, Stoned, Wrecked and Under Arrest

Police dealt with multiple calls where people were driving under the influence, "riding dirty," and crashing cars they had no business operating. Woman Arrested for Drug Possession After Traffic Stop A woman on probation for drug paraphernalia charges landed back behind bars after a late-night traffic stop on Gallia Street. Police took Nicole Wells into custody and arranged to have her vehicle towed, and they also took a DNA sample before booking her into the Scioto County Jail. Wells is charged with two counts of drug possession, probation violation, driving under license forfeiture, and having fictitious plates. Portsmouth Municipal Court sentenced Wells to probation back in late May after she pleaded no contest to drug paraphernalia charges. Man Busted for OVI After Crashing into Hydrant Just after 8:30 am, the driver of a church bus called 911 to report a man had crashed his vehicle into a fire hydrant at 7th and Gay. They said the man appeared to be intoxicated and was now under his vehicle. Officers contacted Portsmouth City Services about the hydrant and took the man into custody. Police also had his vehicle towed. The man spoke Spanish and refused to take a breath test when asked in Spanish. Police arrested Francisco Hernandez for OVI and booked him into the Scioto County Jail. High Stranger Pulls Into Driveway A Sheridan Road neighbor called 911 at 7:30 after he woke up to a stranger parked in his driveway. He said the man appeared to be high and was going through things inside their car. When officers arrived on the scene, they learned someone from a local rehab facility was on the way to pick the man up. The man admitted he’d been drinking and said he couldn’t find the keys to the car. Officers made contact with someone who had keys and went to pick them up. A counselor took possession of the vehicle and its driver. Nodding Out at Taco Bell Just after 6 pm, an employee said a man in a red shirt was nodding out in the lobby of the Taco Bell on Gallia. When officers arrived on the scene, they spoke to a homeless man they were familiar with. They said the man seemed okay and didn’t appear to be dangerous to himself or others. At 10 p.m., callers reported two women stumbling around the Dollar General parking lot on Gallia. They said they were with a dark-colored Honda. However, the women left before the police arrived. At 9:30 am, the manager of the CVS found a purse with used syringes in it left behind at the store. Officers said there was nothing inside but trash and syringes, which they confiscated to destroy. Man Arrested For OVI A report of a domestic incident on Henry Cooper Road ended with officers arresting a man for operating a vehicle under the influence. Around 3:38 am, a woman called 911 saying a drunk man had threatened to hit her. Deputies responded to the scene and reported the man a stop sign while attempting to leave the scene. Officers said they could smell alcohol on his breath, so they called in Ohio State Troopers to do a sobriety test. Troopers determined he was intoxicated and took him into custody. The woman told officers she didn’t want to press charges but did agree to take possession of his vehicle so it wouldn’t be towed. Officers charged Kenneth Stewart with having control of a vehicle while under the influence and booked him into the Scioto County Jail. Stewart was arrested back in May on an OVI charge and for driving the wrong way in one-way traffic. He was also charged with OVI back in 2018 as well as driving with a suspended license.
