Drunk Stumble on 11th Street — Man Busted Outside Fred’s Pizza Again

Portsmouth Police busted a very familiar face after witnesses reported a drunk man stumbling into traffic near Fred’s Pizza Express on 11th Street around 1:30 p.m. 

🍺 Caught Behind H&R Block 

Officers tracked the man down behind H&R Block, where they say he was clearly intoxicated and causing a disturbance.
Police arrested Charles Kelley for drunk and disorderly conduct and booked him into the Scioto County Jail.

Kelley appeared in Portsmouth Municipal Court the next morning, where he pleaded no contest.
A judge sentenced him to suspended fines and court costs before releasing him — though he still owes money on previous cases, he never paid off.

Kelley is no stranger to the system — in fact, officers say his record reads like a decades-long highlight reel of disorderly behavior: 

By now, officials say they know Kelley well — and he knows the way to the Scioto County Jail just as well as officers do.
