FBI Reports: Rosemount Couple Caught with Child Porn, Stolen Dog 

A Rosemount couple is in big trouble after the FBI alerted the Scioto County Sheriff’s Office to their disgusting online activities.  On Tuesday, the FBI contacted SCSO to say they’d discovered videos and pictures of children and messages with adults discussing having sexual relations with kids.  

The Scioto County Special Victims Unit teamed up with CPS to identify the people involved and find their Rosemount address. 

Sheriff David Thoroughman said investigators discovered the men were chatting with other adults about sex with kids as well as downloading and exchanging child pornography.  

Officers headed to an Old Scioto Trail address to interview the men and seize their cell phones. While on the scene, officers found a dog running around the home. They recognized the dog had been reported stolen from a nearby home. 

Officers arrested Richard Joshua Dane Patrick Buck, 28, and Keith Ray Starrett, 32.  

They charged both men with pandering sexually oriented material involving a child and took them to the Scioto County Jail. The court set Starrett’s bail at $120,000. However, since Buck is already on probation, he’s being held without bond.  

The sheriff said more charges are likely and that the pair will probably be charged with stealing the dog as well.  

In his public Facebook profile, Buck describes himself as a “big pothead” and at one point described his job as “Scioto County Assassin.”  Buck also says he has a child on his profile.  

Buck has had eviction proceedings against him at multiple area residences, including one he shared with Starrett back in 2017.  He was also charged with domestic violence and obstructing official business in October of 2023.  

The court sentenced him to 30 days of suspended jail time.
