A West Portsmouth man is facing a fresh round of serious felony charges — all tied to troubling incidents involving his own family.
The Scioto County Grand Jury indicted 50-year-old Robert Skaggs on multiple counts during its latest session, including:
- Felonious Assault
- Robbery
- Violating a Protection Order
- Burglary
Investigators say the charges stem from two separate incidents in June and October.
Alleged Attack With a Cane
According to prosecutors, Skaggs allegedly assaulted a relative with a cane and robbed them back in June — an attack that prompted one of the indictments.
Protection Order Violation Uncovered Through 911 Calls
The October case unfolded after a series of suspicious 911 calls from a home in West Portsmouth. Dispatchers said the caller — later identified as Skaggs — sounded confused and offered conflicting stories. First, he claimed he saw officers with flashlights in his yard. Then he said he saw nothing. Suspecting possible drug impairment, dispatchers checked the address and made a critical discovery:

Deputies rushed to the home. After refusing to answer the door at first, Skaggs eventually stepped out onto the back porch — where he was taken into custody.
He was booked into the Scioto County Jail for violating the protection order, which is treated as a serious offense due to his lengthy criminal history, including:
- Aggravated menacing
- Burglary
- Weapons under disability
- OVI
- Driving under suspension
- Disorderly conduct
