Grand Jury Indicts 4 Repeat Offenders on Drug Charges

The Scioto County Grand Jury returned drug-related indictments against four people during its latest session. Between the 4, they’ve racked up over 60 arrests in the past few years.  

Gregory McGraw, 36, of Rarden faces charges of aggravated possession of drugs, possession of a fentanyl-related compound, and possessing drug abuse instruments. McGraw had a lengthy criminal history, with 24 trips to the Scioto County Jail.  

Previous charges include drug abuse, OVI, parole violation, vandalism, probation violation, robbery, contempt, and theft.  

Misty Ruggles, 37, also of Rarden faces charges of aggravated possession of drugs and illegal use of drugs. Ruggles had made 14 trips to the Scioto County Jail. Last year, she served 85 days on charges of endangering children, DUI, and possession of meth. Previous arrests include multiple probation violations and multiple burglary charges.  

Portsmouth resident Billie Stapleton, 33, was indicted for possession of heroin and possession of a fentanyl-related compound. Stapleton had been in the Scioto County Jail at least 14 other times on charges including contempt, failure to appear, domestic violence, escape, driving without a license, illegal manufacture of drugs, and resisting arrest.  

James Carver, 35, of Wheelersburg, faces charges of tampering with evidence and aggravated possession of drugs. Carver’s been arrested a dozen times in the past eight years on charges including petty theft, probation violation, contempt, driving under suspension, and engaging in corrupt activity.
