The Kentucky State Police (KSP) Electronic Crime Branch located and arrested Skyler Allen Mullins, 21, on charges related to a child sexual abuse material investigation.
Mullins was located, interviewed, and arrested as the result of an undercover Internet Crimes Against Children (ICAC) investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect distributing sexually explicit images online.
The investigation resulted in a search warrant at a residence in Flatwoods on May 4, 2022. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.
Mullins is currently charged with 18 counts of possessing matter portraying a minor under the age of 12 in a sexual performance and one count of distributing matter portraying a minor under the age of 12 in a sexual performance. These charges are Class-C felonies punishable by five to ten years in prison.
Mullins was also charged with one count of promoting a minor under the age of 16 in a sexual performance. This charge is a Class-B felony punishable by 10 to 20 years in prison.
Mullins was lodged in the Greenup County Detention Center without bail.
