A woman called police to report she was covered in blood and didn’t know what was happening to her and officers responded to a half-naked man at the Post Office. We break down the highlights from the Portsmouth Police Chief’s Daily Briefing.

Checking In

A concerned citizen asked police to check on a man sitting beside the Hilltop Market. He said the man was from out of town and had just been released from the hospital.

When police checked in on the man just after 12:30 am, they discovered he had an open warrant from the Ohio Department of Rehabilitation and Corrections. Officers took him into custody. 

Under the Influence

Police received a report of an overdose on 20th Street at 1:28 am. Medics treated the man.

Just after 3 am, a caller reported two people using drugs in the Farley Square laundry room. The witness said they had knives lying out on the floor. Officers issued a summons to a man and a woman. 

Just after 9:30 am, police responded to Vinton Avenue for a report of an overdosed man not breathing in a pickup. After treatment, the man agreed to return to rehab. 

Half Naked Man Scrubs Feet at Post Office

Just before noon, officers responded to a report of a half-naked man scrubbing his feet at the Post Office.

When officers arrived on the scene, they discovered a troubled homeless man with whom they have nearly daily contact. He’s been arrested over 50 times, mostly on disorderly conduct charges. 

Police said he was wearing shorts and a flannel shirt and attempting to stay warm. They advised him to stay out of the building during business hours. 

Suspicious Activity

A witness reported customers fighting inside the Kroger causing a disturbance.  Police spoke to the fighting couple who left the store willingly. 

Just after 9 pm, a caller reported an older man walking in the middle of the road on Gallie Street. Police were unable to locate him.

Woman Saved After Overdosing in Filth

A confused woman called the police at 2:58 am to report she was covered in blood and wasn’t sure what was happening to her. 

Police and medical units responded to the scene and discovered she had overdosed. The Portsmouth Fire Department administered Narcan to revive her.

There was no blood at the scene. The woman was lying in a combination of vomit and animal feces. She refused to go to the hospital.
