Officers responded to a local business after they requested that someone check out some police riot helmets they’d just purchased.
Store owners said a homeless man brought them in and they paid him $20 for the lot.
When officers investigated, they learned the Portsmouth Police Department had thrown them in the garbage. So, the transaction was legitimate.
