Once again, Portsmouth Police Officers found themselves responding to a report of a homeless person starting a fire.
Just before 1 am, a caller reported a man with a shopping cart behind the First Stop Market on Harding Avenue had started a fire behind the dumpster.
Police arriving on the scene found a homeless man with whom they have frequent contact. They said he had scattered trash all around the lot near the dumpster. Police instructed him to pick up the trash and move on.
