Homeless Woman Arrested For Shoplifting

Homeless woman arrested for shoplifting

A reported shoplifter was tracked down several blocks from Kroger and taken into custody after Portsmouth Police said she left the store with stolen merchandise.

Officers were called to the Kroger on Gay Street around 10:30 a.m. on October 29. Police were told the woman had left the store carrying a bag of Kroger property and was walking near Chillicothe Street.

A store manager caught up with the woman near 8th and Chillicothe streets, where officers took her into custody. Police then returned to Kroger to identify makeup they said she had in her possession.

Angela Watkins was charged with theft and possession of drug paraphernalia and booked into the Scioto County Jail. Kroger management also barred her from returning to the property.

Watkins, who is homeless, later appeared in Portsmouth Municipal Court and was released on her own recognizance. A pretrial hearing is scheduled for November 30.
