Jail Packed With Repeat Offenders 

The Scioto County Jail is chocked full of repeat offenders after a series of arrests on Monday.  

Donald Bowens, 38, was booked into the jail for probation violation. This was his 26th trip to the Scioto County Jail and his second so far in 2023.  

Officers arrested him back in March for probation violation, and he racked up four arrests in 2022 for probation violation as well as one for disorderly conduct. Previous arrests include multiple counts of disorderly conduct, probation violation, driving under suspension, falsification, DUI, criminal damaging, theft from the elderly, forgery, theft, and burglary. 

Christopher Conely, 40, was also arrested for probation violation. This was his 18th time behind bars at the jail, and his 4th arrest in the last year. Previous charges include obstructing official business, aggravated trafficking, drug possession, and burglary.  

Justin Frye was picked up for a parole violation, his 15th time behind bars at the jail. He was busted twice last year for parole violation as well as twice in 2019.  He’s currently on parole from a burglary sentence.

Brad Green was also picked up for a probation violation. This was his 24th time in the Scioto County Jail. Previous arrests include burglary, multiple counts of probation violations and failure to appear, criminal trespass, breaking and entering, parole violation, assault, and leaving the scene of an accident.  

Todd Kilcoyne was booked into the jail after an indictment for breaking and entering. This is his 19th arrest in Scioto County. Previous arrests include probation violation, domestic violence, violating a protective order, DUI, and drug possession. 

David Mcnamara was booked into the jail for the 33rd time for failure to report to probation. Previous charges include failure to appear, multiple charges of disorderly conduct and domestic violence, DUI, and littering.  

Ryan Slusher is behind bars for the 30th time, this time on a charge of contempt of court. His previous charges include having a weapon under a disability, felonious assault, failure to comply, multiple parole violations, possession of meth, felonious assault, domestic violence, forgery, and theft.
