Around noon, Waller Street callers reported that a woman had been standing in a parking lot for two hours acting strangely.
When officers arrived on the scene, they discovered the woman had an open warrant from Boyd County.
Police took Jennifer Mercer into custody as a fugitive from justice. Mercer is currently in a pre-trial diversion program in Catlettsburg for heroin possession. Her supervision was due to end in June, but she absconded from the program.
