Kroger Chaos Ends With Another Trip to Jail

A call about a suspicious man at Kroger ended with police, paramedics, a Quick Response Team, and eventually a trip to jail. Portsmouth police were dispatched to the Kroger on Gay Street after receiving a report of a suspicious person. When officers arrived, they became concerned enough about the man's condition to request Portsmouth Fire Department medics for a possible overdose. 🚑 TREATMENT WAS ON THE TABLE A Quick Response Team (QRT) also responded to the scene. QRT programs are designed to connect people struggling with addiction to treatment and recovery services before they end up back in the criminal justice system. Unfortunately, according to the report, the man became too aggressive for placement into treatment. Instead of heading to recovery services, he ended up in handcuffs. 🚔 TOO DISORDERLY FOR A BOOKING PHOTO Police arrested Austin Dunlap on charges of drunkenness and disorderly conduct. According to jail records, officers initially had difficulty obtaining a booking photograph because of his behavior during the intake process. He was eventually booked into the Scioto County Jail. ⚖️ A FAMILIAR TRIP THROUGH THE SYSTEM Court records show Dunlap was also arrested on May 26 on a disorderly conduct charge. In that case, he pleaded guilty, received a suspended fine, and was released from custody. After appearing in court on the new charge, he was once again released. 👀 THE CHALLENGE OF HELPING PEOPLE WHO DON'T WANT HELP Calls like this highlight a difficult reality facing police, treatment providers, and social service agencies. Programs like QRT are designed to divert people away from jail and into recovery. But treatment generally works best when the person is willing and able to participate. When someone is too intoxicated, aggressive, or unwilling to cooperate, the options available to first responders can become limited. 🏠 THE REVOLVING DOOR PROBLEM Many communities continue to struggle with a cycle involving homelessness, addiction, mental health issues, and repeated low-level arrests. People are arrested. They appear in court. They are released. Then officers encounter them again days or weeks later. In this case, what started as a possible overdose response at Kroger ended with another trip to jail—and another quick return to the streets.
