Man Arrested for 6th Parole Violation – 37th Arrest

A man with a long history of arrests was busted for the 37th time after a caller reported he was trespassing on property near Savory Foods

The caller said the man and two women were living in a makeshift cabin on the property, despite the owner’s attempt to keep people out.

When police investigated, they discovered an open warrant for a parole violation for Arthur Swanigan. 

Swanigan’s last arrest came back in April when police received multiple calls about a man beating a woman in the 600 block of Adams Street. Witnesses said the woman ran into a car in the area. The caller identified the attacker as Arthur Swanigan, who was wanted by the Ohio Department of Rehabilitation and Corrections for parole violation. The ODRC described Swanigan as “armed and dangerous.” 

Swanigan is on parole for a 13-year sentence for aggravated burglary, burglary, breaking and entering, and illegal conveyance into a detention facility charges. Since his release on parole in 2020, he’s been arrested six times for parole violations. 

Police took Swanigan into custody and booked him into the Scioto County Jail.
