Man Arrested for 6th Time This Year – Will Anyone Help?

A homeless man who was arrested twice in a week two weeks ago found himself back at the Scioto County Jail for the 6th time this year.  

Officers responded to a report of a man passed out in front of a Wayne Hills Apartment and discovered he had an open warrant.  

Police took Johnny Blizzard into custody once again and confiscated items to impound. They booked him into the Scioto County Jail on charges of possessing drug abuse instruments and disorderly conduct.  

Two weeks ago, they arrested him for disorderly conduct, theft, and possessing drug paraphernalia. This was the 40-year-old homeless man’s 66th arrest this year and 17th visit to the Scioto County Jail.   

Other arrests include probation violation, criminal trespass, parole violation, contempt of court, and felonious assault.   

Blizzard is part of a growing population of homeless repeat offenders who cycle through the system repeatedly. State guidelines forbid judges from keeping such offenders in jail pending trial unless they commit a violent crime, however, once they are released, the cycle of catch and release continues.
