Man Arrested for 83rd Time

A troubled homeless man with an incredibly long history of arrests landed back in the Scioto County Jail after an incident on Thursday morning.

A caller reported a man was lying in the side yard of a home in the 1200 block of Linden and could not get up. If you’ll recall, this is the same area where the body of 36-year-old Chad Sissel was discovered back in late October. 

When officers arrived on the scene, they discovered a homeless man who frequents the Gallia Street area. When officers discovered Sissel’s body, the man’s relatives rushed to the area fearing he might be the deceased. 

Police took the 62-year-old man into custody for disorderly conduct. This was his 83rd arrest and his 19th arrest in the past year. The man is not known to be violent, but has a history of trespassing, leaving garbage on people’s property, and sometimes arguing with people over his shopping cart full of trash. 

Officers booked him into the Scioto County Jail, and he was immediately released per the court.
