Officers took a man into custody for the 17th time after a report of a suspicious person standing in the middle of 6th Street yelling and acting high.
Police caught up with Scott Groves in the alley between Charles and Royce and took him into custody.
Officers booked him into the Scioto County Jail for the 17th time. Previous arrests include theft, criminal trespass, receiving stolen property, aggravated murder, aggravated robbery, tampering with evidence, petty theft, criminal damaging, and drug abuse.
