🚨 “Mom Needs Protection” — West Portsmouth Man Busted for Violating Protective Order Meant to Shield Elderly Mother

When multiple mysterious 911 calls came in from a home, dispatchers knew something wasn’t right. But what they uncovered was a chilling reminder of how vulnerable our elderly loved ones can be — especially when the threat comes from inside the family. 

📱 The caller — later identified as Robert Skaggs — seemed confused and couldn’t explain why he kept dialing 911. He mentioned seeing officers with flashlights in his yard, only to later claim he didn’t see anyone. Suspecting possible drug impairment, dispatchers looked up the address and discovered something troubling: 

⚠️ There was an active protection order in place against Skaggs, meant to protect his elderly mother.

🚔 Deputies rushed to the home. After initially refusing to answer the door, Skaggs finally stepped out onto the back porch — and was promptly taken into custody. 

He was booked into the Scioto County Jail for violating a protection order, a serious offense — especially considering Skaggs’ long rap sheet, which includes: 

🔁 In the menacing case, the victim later asked to drop the charges — a common but dangerous pattern when abusers are family members.
