Just before 4 pm, witnesses reported a man walking in the road on US 23. They said the man was dancing in and out of the orange traffic cones and had walked into traffic. They said they thought the man appeared to be high.
When officers caught up with the man near Glockner’s, they discovered that he had open warrants through PPD.
They arrested him and booked him into the Scioto County Jail.
