Employees at a local rehab center called 911 just after 12:30 am to report an intoxicated man was doing drugs in a van in their parking lot.
When officers arrived on the scene, they gave the man a ride to a home on Jackson Street in Portsmouth. However, when they arrived, the people at the house said the man was not welcome there.
The man asked the deputy to take him to the hospital. The deputy dropped the man off at the emergency room.
