Just after 12:30 am, witnesses reported a man crawling around in the middle of Dogwood Ridge Road. A driver told deputies he nearly hit the man.
When officers responded to the scene, they took a man into custody.

Police arrested James Sartori for obstructing official business, possession of drugs, and drug paraphernalia.
They booked him into the Scioto County Jail. Sartori was arrested earlier in the year for assault and again for driving without a license.
