Just before 7 am, a caller reported a man lying in trash next to the road near the Grant Bridge.
Officers responding to the scene discovered a homeless man with whom they have frequent contact. The officer noted he was throwing trash into the Ohio River.

Police said he was dragging his trash collection across the bridge. Officers advised him not to leave it there. The man has a history of drawing complaints for accumulating trash on various pieces of property around the city. He’s also been cautioned for starting fires.

Most notably, he has called Portsmouth Police on several occasions to complain about people taking his shopping cart.
Two weeks ago, he allegedly threatened an employee of a local coffee shop with a knife.
