Officials Aren’t Talking in Toddler Death Investigation

It’s been over a month since 4-year-old Zsailynn Conley was shot and killed while sitting on the porch of a Grant Street home with his mother.  

However, despite a significant police presence on the scene and calls from the public for “Justice for Zsailynn,” no one has been charged in this case.

While officials have released very few details, they did claim that it was an isolated incident, not a random shooting, and there was no danger to the public. 

Scioto County Daily News reached out to the Portsmouth Police Chief, Scioto County Sheriff, and the Scioto County Prosecutor about the status of the investigation. We also addressed multiple unconfirmed rumors about suspects and motives in the shooting.  And truthfully, they didn’t have much to say. 

Scioto County Sheriff David Thoroughman said the county is not involved in the investigation. The matter is entirely in the hands of the Portsmouth Police Department. 

Portsmouth Police Chief Debby Brewer said there is a person of interest in the case, but did not go into details. She also reiterated that law enforcement does not believe there is any danger to the public and said the case is still under investigation.

Scioto County Prosecutor Shane Tieman said, “ I understand and greatly appreciate the public’s concern with this case.  However, this office will not be commenting on the status of pending investigations as such comments could potentially impede said investigation.  Additionally, there are ethical rules that prosecutors must follow with regard to any pretrial publicity.”
