Out of Control on Kendall Avenue

Portsmouth Police took one person into custody after a report of a man acting very strangely at the Speedway on Gallia Street at 12:30 am.

You’ll recall that Speedway’s corporate security complained to PPD earlier in the year about issues with aggressive panhandlers, homeless, and drug addicts harassing customers and employees. This time, an employee reported a shirtless older man swinging his arms while he ran all over the lot “messing with stuff.” 

An officer spotted the man headed north on Kendall Avenue and stopped at the Woodbine Apartments to speak to him. The man told the officer he lived in an apartment with his girlfriend, who is a drug user. 

Police left him at his apartment with his girlfriend, who promised to watch over him. However, they discovered that another woman on the scene had multiple open warrants and took her into custody.

It was her third arrest of 2022 and her fifth arrest in the past 12 months. Most of those arrests were for probation violations. Police booked her into the Scioto County Jail and she was released on a $265 bond. 

In a separate incident, Police returned to the Woodbine Apartments at 9:30 am for a report that a man was harassing another resident by standing outside their apartment to yell at them. Officers detained the suspect, and he was barred from the premises.
