EMS and Officers responded to the Dollar General in Minford just after 6 pm for a report that a woman had overdosed.
Witnesses said the needle and other drug paraphernalia were right next to the victim. By the time EMS workers arrived at the store, the woman had revied and left the area.
Right around the same time, staff at the Scioto County Jail reported that a man had overdosed in the parking lot in front of the jail. Staff administered Narcan.
