A 54-year-old man with a long criminal history found himself back behind bars again after Portsmouth Police picked him up on an open warrant on 7th Street just after 10 a.m.
Officers booked Billy Joe Riggs into the Scioto County Jail for parole violation. Riggs is currently on parole for multiple theft charges.
This was his 16th visit to the Scioto County Jail.
Previous arrests include fugitive from justice, contempt, multiple counts of parole violation, criminal trespass, criminal mischief, petty theft, telecommunication fraud, theft, grand theft auto, receiving stolen property, disorderly conduct, receiving stolen property, obstructing official business, DUI, possession of criminal tools, probation violation, breaking and entering, violating a protection order, burglary, grand theft, and domestic violence.
