Parolee Arrested for 7th Parole Violation  

A Portsmouth parolee found himself in a familiar position – back behind bars for a parole violation. Officers took 36-year-old Richard Howard into custody for a parole violation on Linden Avenue just before 2 am on Tuesday morning.  

Howard is currently on parole for a sentence for illegally manufacturing drugs. He was released on parole back in August of 2020 and has now been picked up 7 times since then for parole violation and is usually released within a few days.  

In all, Howard has been in the Scioto County Jail 26 times on charges including criminal trespass, illegal manufacture of drugs, endangering children, gross abuse of a corpse, tampering with evidence, burglary, domestic violence, driving with a suspended license, sexual imposition, failure to appear, passing bad checks, and multiple probation violations.
