A man who’s been arrested twice since he was released on parole in February was busted again. Just after 11 am, witnesses at Cash America on Gallia Street reported an apparently high man with his pants down running off customers.
When officers arrived at the scene, they discovered William Kerns. The Ohio Department of Corrections had a warrant out for the 38-year-old man for parole violation and listed him as possibly armed and dangerous.
Kerns was released on parole for aggravated arson charges back in February. He was arrested for parole violation on March 16 and for disorderly conduct on March 11. This time, police arrested him for parole violation and booked him into the Scioto County Jail.
