Passed Out at Kroger – Man Arrested for 40th Time

Portsmouth Officers once again dealt with multiple reports of people passed out around town. The first call of the day was for a man slumped over in a Honda in the Kroger parking lot.  

Police detained the man and learned he had an open warrant for violating probation. Police took Michael Spradlin into custody for the 40th time. 

 

He was arrested back in April for DUI and has a lengthy record including drug charges, failure to pay support, parole violation, resisting arrest, obstructing justice, contempt of court, receiving stolen property, burglary, criminal trespass, domestic violence, and assault. 

 

At 1:30 p.m., a caller spotted a man lying up against Supreme Pest Control on 11th Street. Police arrested Ronald Hutchins for disorderly conduct. It was his 25th visit to the Scioto County Jail and his 7th disorderly conduct arrest in three years.  

Other arrests include failure to register as a sex offender and parole violation.
