Scioto County deputies were called to the area of Green and Bulwer streets after a report that someone was passed out behind the wheel of a vehicle.
Porter Township firefighters advised deputies there were two men inside the vehicle.
Deputies responded and detained one man after discovering he was wanted on a warrant through the Adult Parole Authority.
Deputies arrested James Hay on a parole violation and booked him into the Scioto County Jail.
Hay is currently under the supervision of the Scioto County parole office.
