Philip Lee “Rocky” Bower, 73, of Portsmouth passed away October 29, 2024 at his residence. He was born October 17, 1951 in Portsmouth, a son of the late Carl and Gladys (Ritchie) Bower.
Survivors include his daughter, Heather Salyer of Wheelersburg.
