Portsmouth Man Busted for 61st Time After Overdose Near Homeless Shelter

A Portsmouth, Ohio, man with a long history of arrests ended up in jail again after an incident near the 8th Street Homeless Shelter.

The extremely troubled homeless man has a long history of public indecency, intoxication, and disorderly conduct. In recent months he was rushed to the hospital after being found injured on the levy and overdosing. 

Just after 8 pm, a caller reported a man cussing at people and pulling down his pants at 9th and Washington. Officers responded to the scene but could not locate him.

However, forty minutes later, they found Timmy Walker, with whom they have almost daily contact, passed out on the sidewalk near the 8th Street Homeless Shelter.

Medics revived him with Narcan and transported him to the hospital to be checked out. 

Portsmouth Municipal Court probation picked him up at the hospital to serve him with warrants. He was booked into jail for indecent exposure and probation violation. 

This marked the man’s sixth arrest of 2022, his 20th arrest in the past year, and his 61st arrest overall.
