Child Rape Arrest: West Portsmouth Ohio

Another shocking report of child rape in Scioto County. In what’s becoming an all-too-familiar occurrence in our area, Sheriff Marty Donini reported that a West Portsmouth man was arrested in the rape of a child.

Sheriff Donini said the call came into the Scioto County Sheriff’s Office 911 center just before 7:30 pm on Wednesday, August 12. The parents of a little girl said their daughter told them she’d been sexually assaulted.

Child Taken To Hospital

Deputies immediately responded to the home to take a report and requested a detective. The child was taken to Adena Medical Center in Chillicothe. Sheriff Donini reported that the child was treated and released.

Because the little girl was at the hospital during the evening, officials waited until Thursday morning to bring the child and other witnesses into the Sheriff’s Office for an interview.  Once detectives had her story, they went to the suspect’s house to bring him in for questioning. Law enforcement arrested Harlow after the questioning.

Police charged Johnnie Harlow, 63, of Marne Avenue in West Portsmouth with two counts of rape of a child under 13 and two counts of gross sexual imposition. Harlow is currently held in the Scioto County Jail of $250,000 bond.

This is only the latest case of alleged child rape in our area.

Women Face Judge For Rape Charges

Earlier this week three local women pleaded not guilty in connection with charges of sexually assaulting children.  Police said the women arranged for multiple children, both boys and girls, between the ages of 3 and 13 to be raped by adults in exchange for drugs and money.  It is also alleged that the rapes were captured on video and in photographs. The accused are:

Magan Richmond, 32, of Lindeman Road in Portsmouth

Her charges include:

Tasha Stringer, 37, of Germany Hollow Road in Wheelersburg

Her charges include:

Kathryn McMullen, 36, of Brushy Fork Road in South Webster

Judge Howard Harcha set bail at $250,000 for each defendant and scheduled a pre-trial hearing for August 26th, 2020.
