Just after 4 am, officers responded to a report that a man was unresponsive with drugs next to him on the ground in the lobby of the Portsmouth Post Office.
However, by the time officers arrived, the man was awake. Officers noted the homeless man was surrounded by his personal belongings and trash.
He refused medical treatment. Police told him to leave the Post Office.
